WHY DO THE MAJORITY KEEP SILENT

Why is it that the majority of people are offended, don't like the way lots of things are done, but, still they keep silent? one would be so upset with situation, yet they just sit back almost as if turning a blind eye as they would say? because they do or say nothing, even thought they would like something to be done about it. Wouldn't it be better to do something about it?
